Before I turned on TPU II, everything ran smoothly automatically, but performance jumped wildly between idle and gaming speeds. (This really messed with my temperatures.) Now the CPU stays within TPU limits, which slows it down a bit, but overall stability and temps are much improved.
I mostly declined it to keep things quieter, since it tends to stay near 80°C even during idle.
The 80C at idle seems to either be running without idling or has poor mounting pressure on the cooler. You’d need to take it off, wipe the thermal paste from both IHS and AIO coldplates, apply fresh paste, and reinstall carefully following your cooler’s mounting instructions. If the noise persists, check your fan curve settings first. For systems with radiators, you can usually keep the fan at low speeds without a big drop in cooling. I use an EVGA CLC 280 with two NF-P14 fans running between 800-1200rpm based on coolant temperature—not CPU temperature. They don’t increase much, so it stays quiet most of the time. Right now I’m cooling an i9 7980XE with a milder setting, which likely generates more heat than a 5950X.
It depends on the exact situation, but locking your GPU at 4.1GHz can cause noticeable performance drops. At that frequency, you might see a significant loss—often around 50°C or more—and the temperature rise could affect stability and overall frame rates.
