It's not just a poor port, it's mainly the engine itself that needs fixing. The Creation Engine is built on the GameByro Engine from Morrowind around 2003. They're likely developing a completely new engine for TES:VI and maybe Fallout 5 in the future.
I refer to them as poor ports since the main concern is on PCs. The issue mainly appears above 300 FPS, and even then it's usually not a big deal. Bethesda seems really unmotivated.
The situation involves a software glitch in the game, but NVIDIA drivers can bypass it. The frame rate I achieved depends on the settings. Using NVIDIA's Refresh Rate option with a 144Hz display (like my ASUS monitor) lets me adjust to higher than 60Hz. Setting it to "Highest Available" allows the drivers to exceed 60FPS, while making it application-controlled caps it at 60FPS. Setting it to the same highest available rate locks it to 60FPS. A true hard lock occurs when I set the same refresh rate but get a maximum of 80FPS in NFS Most Wanted.
They prioritize allowing players to customize their games, which means their engine should be straightforward to alter. It presents a challenge.
