You're searching for air coolers that can match or surpass liquid cooling options for quiet computing. Right now you're using a 5330k with a h115 and sli 980ti. Before making any decisions, I just got this when it was released and before the 1070 came out.

Checked the Noctua NH-D15 and D15S models. I already own the D15S and am really satisfied. These two coolers are super powerful, so you'll need a case with sufficient depth to fit them properly. No Nvidia offers dual GPUs like that; the only similar one is the R9 295x2, which is no longer available and buying one would cost over $1000. Have you adjusted the GPU fan curve? It might improve performance if the fans run continuously. Increased airflow into your case could be beneficial.

On an i7-6800k using Dark Rock Pro 3, the noise is completely silent at 4.2GHz with stable temperatures. My WD Green HDD is noisier now, so I’m thinking about replacing it. Changing the radiator fans will definitely improve sound quality.
