You're building a media server with a Core 2 Duo E7200 and 2GB RAM. Given your budget constraints, you'll want something lightweight yet capable. For Kodi and YouTube, Android-based distributions like Ubuntu are solid choices. Windows XP or Linux variants such as Linux Mint or Pop!_OS could also work well if you prefer a familiar desktop environment. Avoid heavier OSes unless performance becomes an issue.

Linux works well as a media server. I haven’t used it extensively, but I experimented with a ZFS JOBD box before damaging the USB connection. It handled files and other tasks without issues. You don’t need anything overly complex. Some custom distributions are available for media boxes as well.

As everyone else mentioned, Linux is a reliable open-source operating system capable of handling most media-related tasks well—provided you don’t require features exclusive to Windows.

Android requires extensive preparation since it hasn't been officially released for x86. There appears to be a project underway, which means alternatives are possible. I recommend Linux, though your system can also support Windows 10. Keeping it budget-friendly makes Linux the preferable choice.
