No cooler, even with liquid coolers, can reach temperatures colder than your 30c ambient.
If the cooler is installed correctly, you should notice around 10-15c above ambient at idle.
I wouldn’t be too concerned about CPU cooling.
The CPU might slow down or shut down to avoid damage if it overheats—around 100c.
It’s unlikely you’d experience even 85c while gaming.
Except with a 4790K, which is the one I’m using now and it’s very hard to cool.
The OP has an i5-4460 that isn’t overclockable and runs at a lower clock speed.
The standard cooler works fine for him.
Just be cautious and research your CPU’s limits to prevent overheating.
