Currently, the price for GTA 5 on Steam is $40.19, whereas a bundle with the Shark Card costs $41.47. Some users mentioned that purchasing the bundle with the Shark Card won't allow for a refund.

I wouldn't buy it even if it was on sale for less The game is boring, only worth putting in a few hours when there is a new update

Uncertain in fact, Steam doesn't issue refunds for certain DLC buys and the game cash or starter pack isn't one of those. Because it's a bundle, it makes sense that you might not get a refund for GTA since it comes with the in-game cash. I match Aytex's view—the game has a major content gap and restricts things like weapons and car mods behind high paywalls, making it hard to access the full experience repeatedly.
