Install it on a Windows machine. Use an affordable OEM code or skip activation (leave that decision to the buyer). You can find OEM versions from Kinguin for around $20.

That's exactly what I meant. I'm not purchasing Windows, just setting it up without an activation key but receiving all the necessary drivers included.

You can simply burn the drives to a disk, just like the OEMs do, and they’ll enjoy getting rid of them. From a more practical angle, just ask the buyer’s first name and update the local account name before they collect it or before you share it online.

Microsoft appears to be quite lenient about forcing users to activate Windows 10. Even without activation, it continues to display a watermark and restricts easy wallpaper changes.

I understand but I don't set up Windows on a ready-made machine (Dell, HP, Lenovo). I install it on an older computer that's being sold. It's a custom-built system.
