It doesn’t look like a R9-280 enthusiast—unless it’s a tri-x model that’s performing well, it’s unlikely to be in use. The CPU is definitely throttling, and the op didn’t mention any cooling fan or heatsink, so it probably runs stock inside a case without airflow.

CPU uses dual X cooler with a sapphire finish. Inside the Corsair SPEC-02 case, there are three additional 120mm coolers—two for the GPU and one for the CPU.

Is Chrome open? That’s likely the issue—my RAM drains quickly after 20 minutes, and at 100%, it shuts down.
