Are you consistently this annoying? I also doubt triple buffering solves that specific issue with vsync. Otherwise, Nvidia wouldn't have created adaptive sync.
It seems like the issue is mainly tied to NVIDIA's "TWIMTBP" titles dropping performance when Vsync is enabled. Most games today handle varying framerates with Vsync, but monitors still refresh at a fixed rate. I often criticize game engines that don't adapt well or scale properly across different hardware. The fix might be to stop playing games sponsored by NVIDIA and stick with titles that function reliably on a broad range of systems. It's disappointing since I was excited for the next update, but GTA V is built for AMD and should work fine.

There should be an issue somewhere, since my laptop can run smoothly on Medium at over 30 FPS. It has an 8550M chipset, an i7 3517U at 1.9GHz, and 8GB of RAM. I also played on Day 1, and now I strongly believe most regular gaming PCs should be able to handle this title with a mid-range GPU and a 1.9GHz quad-core mobile processor.
