I’m looking for a new basic laptop. The HP 15s-fq0004na comes with 365 personal, which I prefer not to pay for a subscription. I’ll mainly use it for Word, simple programs, and some web browsing. I also store financial information on it and don’t need cloud storage for that reason. Please let me know where I can find the right options. My experience building PCs from scratch is far behind now… lol.

You can exclude 365 and avoid using OneDrive. In reality, you can swap "Office" for LibreOffice without losing anything. It’s free and receives strong support.
You might also decide not to save data on a remote server (commonly called the cloud).

Cloud storage might provide better security or be comparable to your local drive, featuring enhanced protection zones with extra 2FA options.
