I understand what you're asking about, but this setting only turns off scrolling for inactive windows when they're being hovered over. You need a way to scroll any active window based on mouse movement, not just on hover. I'm adjusting between open windows using a macro in Tartarus so I can scroll without moving the cursor with the mouse.
