Hey everyone, I own a Ryzen 5600x that I bought used roughly six weeks ago. It’s been running smoothly until recently, but under heavy load it caps at just 14% usage at 0.5ghz. Last week I checked temperatures while playing Starfield and was shocked to find it reaching 95°F. I was using the standard cooler, but switched to a Noctua NH-L9x65 since my case is ITX and thought it’d be a better upgrade. The new cooler arrived yesterday, and after returning from Thanksgiving with my wife’s family, I rushed into the installation. I’m not sure which change might have caused issues, but here are some things that happened:

1. While removing the old heat sink, it came off along with it—removing the two parts was tricky, and the locking mechanism is now very wobbly.
2. A small amount of thermal paste spilled onto the CPU socket. I tried cleaning it with isopropyl alcohol (only a 50% mix), but maybe I spread some contaminants without realizing it...

I’ve already tried resetting the BIOS, reinstalling it, resetting CMOS, using Windows Safe Mode, and even booted into Linux from a USB drive. The performance was similar to before. Now I’m at a loss—any advice would be greatly appreciated! Thanks for your help, everyone.

It's not correct, the value is 2% usage in that image. The 100% you highlighted indicates the graph's range, with zero at the bottom (hence the 0 in the corner) and 100% as the peak. The blue line's height reflects the utilization near "speed." Since it's stuck at 0.5GHz, it's not active—run a benchmark and it should rise above 4GHz.

CPUZ single-core score is 44, multi-core is 207; it never reached over 14% usage.
