Are you certain the processor is operating at 3000Mhz? You might want to verify with CPU-Z, as it should display 1500Mhz, which aligns with the Double Data Rate configuration.

I would also suggest using a pagefile on an SSD that is separate from your OS and games. For me, I have three SSDs—one for the OS, one for games, and one for page files. How much of a difference does this make? I’m not sure, but I think it could help theoretically. Also, the game might be poorly optimized.

You can also use Rivatuner to cap the FPS at 60. By significantly limiting it, it smooths out the frame timing.
