Wasup. So i got a new pc and i got around 90 fps everything cranked to the ultra but the fps are dropping to even 40-50 in towns and the game stutters and is just
horrible
.
Specs: Rtx 3060 ti , i5-9400f, 32GB ram 4000hz DDR4, Win 11 everything is updated.
I don't think its about settings because even when i tried to play with low settings i was getting crazy fps outside town but in towns was still dropping to 50 even high 40s.
Now i know the i5-9400f is not the newest cpu but still, i was getting the same fps in towns with my old pc who had a 3rd gen i7-3770 and the i5-9400f is way better, i was supposed to get like 60-80 in towns.
So idk what to do.

Include the PSU's age along with its make and model. BIOS version for your motherboard at this time.
Did you transfer the older platform's operating system to the new setup? If yes, did you reinstall the OS after moving to the 9th Gen Intel platform? If you replaced it entirely on the newer system, was the installation done offline, using the right-click installer and running it as Administrator, or did you follow a different method?
Regarding upgrades, please mention any components moved from the previous system. If the PSU was replaced, note its age and what it previously powered before the switch.
Attempt to run DDU to eliminate all GPU drivers (Intel, AMD, Nvidia) in Safe Mode, then manually install driver version 566.36 via an elevated command, and observe if this resolves the issue.

In fact I believe I've identified the issue. It seems my CPU can handle it, as I was getting around 40 fps in Cyberpunk on Ultra. When I reduced the "crowd density" setting—which is quite demanding for the CPU—I still managed 70-80 fps, even though everything was running at its maximum. It looks like the same problem exists; I just need to find a few CPU-heavy settings and lower them slightly.
