The B550 Tomahawk at NewEgg is available for $140 after discount. Is that price reasonable for the board? You're considering running a 5800X unless you spot a 5900X at a better rate at MicroCenter. The setup includes 3600 CL16 RAM and an RTX 3080. You might try a slight overclock, but PBO could deliver impressive performance. It's pretty solid, around an A+ level. The S-tier models are barely there, and the B550 Tomahawk was orange. Should I invest a bit more for a better board, or is it fine with what I have? Also, do users who've played it recently still back it as an S-tier?

Generally, after confirming a board is of good quality, you focus on whether it includes the features you need; things like the number of m.2 slots, USB 2.0/3.0+ ports, and RGB headers are important.
