A520 supports PCIe 3.0, whereas B550 offers PCIe 4.0 for the GPU and an additional NVMe port. The extra features might slightly improve performance, especially with both supporting only 8 lanes. If the gap is minor, I’d definitely choose B550.

Consider saving your funds on an AM4 board or a Ryzen that isn't the 5700X3D used midranger B3/450. Gaming plus/tomahawk models around 50$ will outperform any A520 board or boards under $100 for the B550. Used 5600X models range from 80-100$, with 5700X/5800X priced between 120-150$ and 5800X3D at 200-250$. What country? Your budget? Are there applications beyond gaming? A refurbished AM4 build with those specs, excluding storage, RAM, and cooler, should cost about 450$.
