The B450 Tomahawk can manage that. Modern overclocking mainly focuses on memory, and if you know how to adjust the timings manually instead of relying solely on XMP... CPU overclocking isn't really effective anymore. PBO with AutoOC provides better performance by enabling higher boosts on single or low-threaded tasks, something you can't achieve when all cores are capped at a lower frequency like in Zen 2 OC.

Any B450 model supports OCing, though newer Ryzen versions aren't recommended by @Princess Luna.
