I own an AMD Phenom II X6 1055T six-core processor that advertises boosting to 3.3GHz, but it only maintains around 2.8GHz and never exceeds that limit, with temperatures staying in the mid to high 40s. I don’t have an overclocking motherboard.

Single core speed is 3.3, all cores run at 2.8. With HWMonitor or HWInfo64 you should be able to view each core's clock.
