I was thinking about possibly playing Forza 7 online with co-op features, but I'm unsure whether a current Xbox Live membership is necessary for that. Someone might help clarify the details.

while playing on an Xbox One, yes—though I believe you don’t require a Xbox Live account on your PC. I understand you can’t complete your career missions with a friend, as this feature is exclusive to the Forza Horizon series.
