You might prefer this option because it lets you view the amplitude scale in a logarithmic (dB) format, which can be useful.

In the audio file, the light blue in the center which I'm assuming is the RMS. I loaded a file and the light blue RMS image. How would you adjust the sections if it?

In Audacity, you can modify the RMS light blue using the Envelope tool, but there seems to be no automatic adjustment feature. For the NCH Wavepad, you need to manually set the RMS value.
