I attempted to restart my PC after two years in storage, but it didn’t display anything on the monitor. All indicators—lights, VGA, and boot LED—lit up, though the VGA remained on. I’m aware the GPU fans are spinning, but the system is unresponsive. The hardware specs include a Ryzen 9 3900X, Asus ROG X470-F gaming graphics card, and a Gigabyte RTX 2080 Super.

The VGA LED indicates the graphics card isn't recognized. It could be the GPU itself, or issues with the CPU and motherboard's communication. Try replacing the CMOS battery and clearing the CMOS memory. Another possible cause is a failing power supply unit. Make sure you're using a working PSU to rule that out. Also, check all cables, reinsert them, and inspect RAM, GPU, and add-in cards for dirt or corrosion. Re-seating the CPU and updating thermal paste might also resolve the issue. Two years is quite a lot in computer time—good luck!
