My 4770k reaches up to 100 degree celcius within a second after any stress test begins, and it starts throttling under heat even before the thermal paste is applied. I immediately shut it down because... at 4.0Ghz or even 3.9, which is the stock turbo speed for 4770k... my AIO water cooler simply can't handle the heat. It's like a lottery ticket that doesn't match any number. I'm considering replacing it to see if it makes a difference, since right now I don't care about whether my 4-year-old 4770k survives or not—just have some fun destroying it if needed.
My 4770k sat for about 3 years after I stopped using it in the hypervisor lab machine. Maybe the thermal paste under the IHS has degraded? I've re-seated the water cooler a few times without success with different pastes.
This suggests a likely issue: a faulty mount between the CPU and the cooler, especially if it reaches 100°C instantly. My 4690K could run at 4GHz on the stock cooler and stay in the 80s!
I've remounted my H80i multiple times using various compounds (cooler master and Arctic Silver 5), but it didn't make much difference. Adjusting BIOS settings helped a bit, though throttling persisted. I tried a different AIO for $69 - 240mm, which significantly improved performance. Now I'm running at 4.3Ghz with a 1.235v vCore, 38 uncores, and at max IBT it only reaches 82-83 a few times. I'm still hoping to delid later to see if I can reach 4.5Ghz.
Hello, the H80 with the 4770k on 4.4 mine has been operating smoothly for a year using the H80i v2. I should note that my mine is delidded, which makes it quite simple to achieve this.

100 x 44 across all cores with vcore 1.3
I've adjusted the RGB LED of the Corsair to activate when temperature exceeds 50 degrees. It usually doesn't happen, except when my Aorus 1080Ti generates a lot of heat in the case.
