My 4770k sat for about 3 years after I stopped using it in the hypervisor lab machine. Maybe the thermal paste under the IHS has degraded? I've re-seated the water cooler a few times without success with different pastes.

This suggests a likely issue: a faulty mount between the CPU and the cooler, especially if it reaches 100°C instantly. My 4690K could run at 4GHz on the stock cooler and stay in the 80s!

I've remounted my H80i multiple times using various compounds (cooler master and Arctic Silver 5), but it didn't make much difference. Adjusting BIOS settings helped a bit, though throttling persisted. I tried a different AIO for $69 - 240mm, which significantly improved performance. Now I'm running at 4.3Ghz with a 1.235v vCore, 38 uncores, and at max IBT it only reaches 82-83 a few times. I'm still hoping to delid later to see if I can reach 4.5Ghz.
