So I tried overclocking and only adjusted the CPU ratio from 20 to 23, then reset and saved. After that, the screen went black and the monitor light started blinking. I reset the monitor, which turned on but showed no signal. The computer is running and plugged in. Please help.

Pull your CMOS battery. Sounds like a instability and your motherboard didn't revert back to normal settings.
Also you need a Black Edition Cpu to Overclock correctly.
Try 21 and see what happens. If that fails then you may be out of luck on the CPU silicon Lottery or its not a BE and the Core Multiplier is locked.
Also whats your CPU Cooler?
PSU?
