Looking into ways to boost the RAM and CPU speeds is what I'm trying to understand. I've experimented with setting the RAM to 5-5-5-15 at 2.2V and 5-5-5-18, but the BSD still doesn't respond.

I'm not familiar with overclocking much, so please don't attribute too much credit to my response. The maximum voltages I've seen RAM set to is 1.8v. 2.2v seems very high and might harm your RAM, but I'm not sure about overclocking and it could be different.
