Is it possible to push an i5 4690k to around 4.5GHz with a voltage of 1.25V or even higher on this board? This setup is on a more affordable system, which makes me hesitant.

amazon aims to stay competitive on prices. don't stress too much. high voltage is manageable with good cooling and the right heatsink to handle heat. if you're worried about overclocking reliability, you can invest more, like an asus rog motherboard with better parts. remember, what you pay for is what you get.
