I've already attempted: reloading the ram, reseating the gpu, adjusting the vga power cables, moving the gpu to another pcie slot, testing the old gpu (gtx 1060) in both slots, checking hdmi and dp connections, removing the cmos battery and disconnecting it for 30 seconds.

Adjust your PCIe slot manually to Gen 3 mode. Some GPUs have been known to malfunction on Gen 4 boards until they revert to Gen 3 settings, which should be configured in the BIOS.

I'm unable to retrieve bios. Posting isn't possible due to missing onboard graphics and the requirement to use the GPU for video output.

I confirmed the upgrade. Just installing the previous GPU shouldn't affect the other parts.
