Your Asus ROG Strix Z390-E is working fine with an i5-9500, but the i7 keeps toggling on and off. Removing all RAM seems to stabilize it. Make sure the new i7 matches the socket type of your current RAM sticks. Check for any BIOS updates or compatibility issues.

The same port doesn't guarantee compatibility, and it doesn't. Your device is only compatible with 8th and 9th generation CPUs, which is also a lower specification upgrade.
