I contacted Rockstar Support and attempted several solutions without success. My computer is technically able to operate GTA but the performance is extremely poor. The main single-player game achieves a consistent 144 frames per second, however GTA Online suffers severely, with frame rates rarely exceeding 59-60fps. I haven't discovered a resolution and require assistance.

Specifications:
Ryzen 7 2700 (Liquid Cooling)
Nvidia RTX 2070S
16GB 2166MHz (2x8GB)
Stored on a Hard Disk Drive.
