I would also consider using tools like hwinfo64 or CPU-Z to examine clock speeds, which might be more accurate than the task manager. Keep in mind it will only reach maximum frequency when under load. If your GPU limits performance in games, your CPU might not increase accordingly. You can check max GPU and CPU usage during games to see (look at the highest usage on any single CPU core, not the overall).
