I assembled my computer. I reached the BIOS successfully. I purchased Windows 8.1 in full version online. I have a USB thumb drive. I assisted with the next steps.

Mount the ISO on the designated drive, then access the BIOS settings and adjust the boot configuration to use the Flash drive as the startup medium.

Install win32diskimager, then save the ISO onto a blank FAT USB flash drive.

You already possess the ISO file. Transfer it to a USB flash drive and ensure it’s bootable. Utilize this free Microsoft tool: https://wudt.codeplex.com/. Download, install, and follow the simple wizard. It handles everything automatically. After completion, restart your device, boot from the USB, and the Windows installation will begin.

I realized my mistake. The guide directs me to the Microsoft website for Windows 8 reset and media creation. I downloaded the file, but it only works on a Windows machine to produce an ISO. (Note: I used Chrome OS.) You'll need a Windows computer to obtain the ISO for Windows.
