Hello everyone, I'm playing CS:GO with these specs: R7 240, 2GB DDR3, AMD Phenom X4 9500 at 2.2GHz, and 3GB RAM. I'm expecting around 35-65 FPS on casual settings, 40-70 in competitive mode. The low FPS might be due to thermal paste, especially since I haven't changed it in over three years.

The only problem is your PC. Its very old and low-end. Lower your resolution for better results but nothing else u can do really.

Playing on 800x600 stretched is something many experts do, even with a top-tier machine.
