They may not explain in videos because of copyright rules. Owning a game doesn’t make it free to play at high quality, but using it illegally could be a violation.

They look for people downloading from piracy sites, but usually it's the sites that attract users, not the other way around. If they aimed at everyone, a large portion would be criminals.

In 2013 it was a notable increase, and I've never come across an ISP doing something like this. Perhaps I'm fortunate with a good plan that avoids detection.
