It's been a while since I posted... The issue was the CPU overheating, so I upgraded my rigs. It runs at 1200 watts with a PSU that idles around 5.5GHz turbo to 5.7GHz. If I push it hard and use aggressive cooling, I might reach 6GHz. I'm throttling performance while using an Nzxt Kraken Elite 360, but the current setup isn't delivering full CPU power.
