It's frustrating. The ladder looks more probable. Possibly the PSU is the issue too.

The 970 functions on his computer at home. Should I return the card...again? Hopefully they’ll actually repair it this time.

For those interested, they mentioned they can't repair the card and plan to issue a full refund.
