You received 10 Dwemer cogs from Muzlft and were told by him that you can't lose your research because there must be a way to save the college. It seems the quest might not be functioning as expected or the dialogue is misleading.

It looks like you're deep into the main college mission. Minor tasks will be pushed aside until the bigger event unfolds. You should be able to keep going once you complete it.
