I noticed on YouTube that the i9 14900k performs excellently at 1080p, while the RTX 4090 hits 99% usage. In contrast, my setup uses only about 70% GPU power.

I would bet there is more misinformation on youtube than actual true data. You have to remember that anyone can post to youtube. There are also massive numbers of people thinking they can just steal other people content pretending it is their own.
You have to be very careful who you beileve on youtube. Then you get into the technical issue of actually compairing benchmarks. The people who do actual testing are very careful to make sure everything is exactly the same except for what they are reviewing. Even different memory or a cpu cooler can affect the results.
In addition you really have to understand the benchmarking tools. These have many settings.
Key here is at best if the benchmarks really are off in some way they only give you a clue as to what to look at. Actual troubleshooting requries that you actually know how to read output from tools like hwinfo

We don't know which YouTube benchmark you mean. There might be over 100 videos like that. Some of them could be misleading.
