You're asking about the right gear for running many mods in GTA V. Whether it needs better hardware depends on how heavy your setup is, but generally you'll want a powerful PC with at least a high-end GPU, solid RAM, and enough storage. Consider a gaming laptop or desktop with multiple cores and ample memory to handle modded performance smoothly.

I'm considering applying modifications similar to in-game vehicles to real cars, like adapting GTA V characters for real life. I'm planning to focus on creating realistic job mods for GTA V RP.

Visual adjustments usually don't affect FPS much, so it's likely fine. If they do impact it, you should be okay.

won't significantly change your FPS, probably just a slight drop of around 1 FPS or less—nothing you'll notice.

Based on your VRAM amount (estimated as four), upgrading to 16 GB RAM might be beneficial, though it's usually fine for GTA V at high settings with 60+ FPS. If not, consider reducing resolution or adding more memory.
