So I managed to assemble my new setup yesterday,
Details
-7800x3d
-gigabyte b650 aorus elite ax
-XFX 310 RX 7900XTX
-Corsair Vengeance 32GB DDR5 (2x16) 6000mhz 30cl
-Cosair RM1000e
-Lian li sl120 uni inf x 8
everything worked fine, system powered on. The two fans didn’t start, probably because the L connect software wasn’t installed yet… I’m not too concerned about that.
The system was uploaded to an American Megatrends page with a message like this…
Press <DEL> to begin setup.
A new CPU was installed, but the fTPM/PSP NV got corrupted or the structure changed. Press Y to reset the fTPM. If BitLocker or encryption is active, the system won’t boot without a recovery key.
Press N to retain the previous TPM record and continue booting. The fTPM won’t work on the new CPU, but you can revert to the old one to fix TPM issues.
I remember pressing “Y” but according to other guides I should have done it regardless…
Now I’m stuck in a boot loop,
The system starts with the gigabyte logo, then restarts but fans and other components remain active. It’s just an endless cycle. I can enter BIOS when the logo appears, and when I do, the system doesn’t reboot, but once I exit BIOS it goes back into a loop.
Any suggestions?

Are you attempting to restart a prior Windows setup or are you currently without an operating system?

Do you possess the Windows installation media on a USB drive? If available, may I manually choose that device to boot from, or is the system closing down/restarting too rapidly?

I have the USB media tool available.
This appears to be the sole boot sequence currently set.
UEFI: VendorCoProductCode 2.00, Partition 1.
I believe this is the Windows USB media tool.
It previously offered my M.2 drives as an option, but now only this one is available.
I confirmed it was selected as the boot sequence and saved before exiting, yet it keeps looping.
Should I try a different method? Sorry, not very experienced.

I can navigate to the boot sequence and verify that the desired drive is selected if that’s what you’re asking about?
