Hello, I’m seeking some guidance. In my past, when I was younger, I would have been the one to respond to this query instead of asking it myself. However, over the past couple of decades I haven’t kept up with technology as much as I used to (I was constantly tweaking my Celeron in the early/mid '90s).
Background: A few years ago, my teenage gamer son bought a used system equipped with an Intel Core i9-9900KS CPU. It came with a Cooler Master water-cooling setup from the start. Almost immediately, after he powered it up, it was already running hot. He experimented with adjusting voltages and other settings, but nothing stabilized the overheating, so he eventually gave up and just let it run as is. Over the years, it accumulated many hours of use—often cycling fans rapidly while processing at around 100°C, dropping to about 60°C when idle but averaging 100°C during tasks. When he retired the system a few months ago, it still performed similarly to its usual state, so I wondered if there was still potential.
So, is it worth trying to fix it?
Should I attempt to reinstall the cooler and see if it cools better with a proper heatsink?
Is it feasible to locate a compatible replacement cover since the original isn’t available?
Leave the cover off and consider using an alternative cooler?
Has anyone else had a similar experience with this processor?

100 degrees Fahrenheit equals between 37 and 38 degrees Celsius... that's quite chilly when operating under stress.
If the temperature is 100 degrees Celsius, then it's definitely hot, though it remains under the CPU's safe threshold but still feels intense.
Water coolers don't last long, especially when installed on a 9900k system. Take them out and consider purchasing a budget dual-tower cooler. (I'm not sure what it's called in English, but for example, the Deepcool AG620 has two "towers"). It should only cost around 20 dollars.
It's typical for coolers to come with a small amount of thermal paste, and most CPU coolers include an LGA1151 installation kit, though not all do. Make sure to verify this before buying.
Also, why would your son choose the 9900k platform? If I were making the decision, I'd opt for the 12100 instead.

You would also need considerable expertise and experience when handling liquid metal or other specialized components directly on the die; it’s quite risky to alter the current setup because the die is very sensitive to pressure, and even a minor mistake could damage the CPU.
If the original seller isn’t just a stranger, it could be worth asking for their assistance.
However, it’s best to provide more details, such as the clocks you’re using—overclocking might still be fine if it’s running at high temperatures, even at 100°C, but you could simply lower the voltage a bit. Undervolting actually increases overclocking by allowing the CPU to draw more power and run faster.
Verify if the water block on the CPU is secure; it seems there might be a lack of contact with the chip. If the IHS isn’t properly seated, avoid harming the component. When installing a new IHS, clean the chip and apply a thin thermal paste layer. Reinsert the CPU into the socket, applying a small amount of silicone to the areas touching the PCB. Position the IHS on top of the CPU within the socket, then secure the retention bar. It will help align the IHS with the CPU and keep it stable until the silicone sets.
When discussing a cooler master water cooling system, my initial idea is an AIO rather than a custom setup. Could you confirm all components including fans and radiator size? A few photos would help if you're not sure. Once the IHS is removed, the Z height to the CPU changes significantly, and with an AIO, the standoffs could lead to poor contact. The 9900ks is indeed a hot chip, but fully understanding the current cooling solution is the first step for me before giving further advice.
