MOBO - Asus tuf z790 plus wifi DDR5
RAM - 64GB Gskill dr5-6000
GPU - Asus Tuf 4080
CPU - i9-13900K
PSU - Maingear 1200W
OS - Windows 11 23H2 (Build 22631.2792)
The issue
: Whenever I connect a USB device, like a flash drive (samsung, pny, any new or used), my mouse and the window I'm dragging over freeze and stutter. I’m not sure if the system is freezing or if the mouse is jittering. This only happens with Windows. When I switch to Ubuntu, it doesn’t occur.
What I’ve tried so far:
I thought a corrupted Windows install might be the cause, so I reinstalled fresh. Still experiencing the problem.
I’ve run all standard troubleshooting steps—updated drivers, performed SFC, adjusted power plans, set USB devices to high performance in Power Plan, and confirmed temperatures are normal across all hardware. It seems this might be a persistent issue without a known fix.
Can someone help diagnose this problem? Thanks!

I recommend checking "dmesg --follow" under Ubuntu. After that, insert the flash drive and observe what appears. Even without stuttering, there could be a hint.

What USB devices are involved? How many are there in total?
Are all these devices completely reliant on the host system for power through USB ports?
Is there any device that is being supplied by its own USB hub instead of the host?
Open Task Manager and Resource Monitor to see how the system reacts when a USB device is connected.
Run both tools simultaneously but use only one at a time.
Keep the tool windows open for a short time to allow the system to settle.
Insert the USB device and observe any changes in performance or delays.
This process may require some experimentation to determine the best approach and reduce uncertainty.
Stay consistent and thorough throughout.
