Hello! I haven't overclocked any parts before, and I'm curious if it's worth doing with my components. Since I can't OC my CPU, is it better to just OC my GTX 1070? Any bottlenecks to consider?

You spent a lot of money on a video card. It plays all your games at max or near max settings. Why mess with something that isn't broke. Of course there is the possibility that you could break it. Though that is a slight possibility.
My view is leave well enough alone. I know I am saying this and if you notice I overclock my cpu. However my video card cost a lot more. I will not take a chance ruining it. Should you?

It probably isn't worth it. You might manage to boost a few frames per second with a GPU upgrade, but keep an eye on your temperatures.
