Ever since I've upgraded to my 7800x3d, I feel like I've felt stutters more than when I had a 10700k. I'm not sure if I just noticed more or if something was wrong with my build. I'm not sure if these stutters are a normal part of gaming or if I should look into something wrong with my PC. I've been playing these games at 4k and these singular stutters seem to come once every 5-15 minutes or so across many different games.
I've seen them clearly in Oblivion Remastered (obviously), Clair Obscur during battles, Lords of the Fallen, Monster Hunter Wilds (even with the smooth new update), Cyberpunk (but rarely), Where Winds Meet, and honestly I just feel them a bunch on most games.
Games where I rarely see these are games like BG3, Metaphor Refantazio, Digimon Story Time Stranger...
I'm just thinking, surely these can't all be normal, right? Is my PC too weak for 4k in terms of frame pacing and these will disappear with 1440p? I'd love for a second opinion. I've already reinstalled Windows with a USB stick, I've had this issue even when BIOS was up to date, and I've seen some of these stutters even as soon as restarting Windows, all games installed on m.2 NVMe. Yeah idk, I'd be thankful for anyone giving an opinion here.

I turned on LatencyMon in one of these for 3 minutes waiting for a stutter and when I got it, it showed 89 Hardpagefaults for msmpeng.exe alongside a few for MH Wilds (the game I was playing), but otherwise said "Your system appears to be suitable for handling real-time audio and other tasks without dropouts" despite me experiencing a stutter.
Highest DPC routine execution time (µs): 392.20
Driver with highest DPC routine execution time: nvlddmkm.sys
MemTest86 and OCCT both showed CPU and RAM cleared.

You'll need to test at a reduced quality to observe if those stutters appear. It might simply be a case of "noticeable" 1% dips at those graphics levels. Is this consistent across the same part of the game or does it vary randomly?

My PSU, 2 drives, and the GPU, although I've since swapped the GPU from a 3090 to a 5080.
I don't see a BIOS version matching that numbering, but you might want to try flashing the BIOS to 7D75v1P5(Beta version) and then reset the CMOS to check if it improves things.
I'm planning to do that, though I'm unsure it will solve the problem since I've updated my BIOS several times before.

I made an error. I had to return the RAM because they were faulty. The replacement units are 6000 MT/s.
Since you have the hardware available, just adjust the in-game resolution to 1440p and observe if it reduces the stuttering.
It has helped somewhat, but many users still experience issues depending on the game—even at 780p in titles like UE5. It raises my concern that a 5080 might not support 4k as desired. I'm surprised by reviews praising low resolutions at 4k for games like MH Wild's new release, especially since it doesn't feel that way for me.

It's unusual in the games I play. Sometimes there are minor issues, but they're infrequent when I run at 1440p.

The problem is that other games don’t stutter consistently, but sometimes they do at random times, even when paused—something I noticed with MH Wilds. Because it happens unpredictably and isn’t very frequent, it’s tough to test thoroughly since it can disappear and reappear unexpectedly.

In the four clips you mentioned, the only one that bothers me is the sonic version. I’m not even certain I notice the stutters in the other three. If I had to explain, I’d say the stutters in Sonic relate to gameplay or driving issues, while the others are just minor lows.

Have you explored the new DLSS 4.5? It has caught my attention due to the enhancements over the previous iteration in Oblivion remastered, with frame generation and monitor refresh rate also performing effectively.

Executing other applications such as Discord or monitors might run above your game's priority. Initiating send/receive for email or occasional system checks by a driver for updates can also lead to delays. Malware data gathering may disrupt performance. Review your installed apps to remove any unwanted or unused items. The X3D products rely on a large cache for gaming speed. If a higher-priority task executes, it could clear this cache and cause stuttering.
