We have two Dell Inspiron 3280 AIOs, both used for gaming and schoolwork. Games have worked well for a year until recently, when sudden FPS drops started happening. Every time a game launches, it runs fine except for the loading screen, which consistently shows a 1 FPS without any improvement even after returning to the title screen. I've tried several solutions: rebooting, updating drivers, factory reset, reinstalling games, scanning for malware, lowering graphics settings. I also confirmed all games are compatible with the hardware. The issue affects both PCs equally. What steps can help resolve this?

Are you relying solely on HDDs? If so, consider defragmenting both drives C: and D:. Additionally, enhance your RAM if it's limited to 4 gigabytes.

Only Drive C is included, so I performed an Analyze on it and found just 1% fragmentation.
I’ll still attempt to defrag it, just in case.
Both PCs have 8GB of RAM.

unfortunately it didn't function properly, but games continued smoothly at a steady 1fps.

That's typical because your IGPU isn't powerful enough relative to a Ryzen APU with dual-channel RAM and faster memory.

The cpu temperature during gameplay at 1 FPS can vary based on system load and cooling efficiency, but it typically remains within safe ranges unless performance drops significantly.
