Are there other operating systems running on the console?
Earlier gaming systems had Linux support, yet modern hardware designs don't work with Windows or other operating systems anymore.
And no, they wouldn't make for good budget builds. You can buy similar hardware as a PS4/XB1 for the same price as one of them, or in some cases cheaper depending on the deal. They both use a style of the AMD APU. Here's a built that smokes consoles for about the same price: PCPartPicker part list / Price breakdown by merchant CPU: AMD Athlon X4 760K 3.8GHz Quad-Core Processor ($77.99 @ Amazon) Motherboard: MSI A78M-E45 Micro ATX FM2+ Motherboard ($57.99 @ Amazon) Memory: A-Data XPG V1.0 4GB (1 x 4GB) DDR3-1600 Memory ($34.99 @ Newegg) Storage: Western Digital Caviar Blue 320GB 3.5" 7200RPM Internal Hard Drive ($34.49 @ Amazon) Video Card: Gigabyte Radeon R9 270 2GB WINDFORCE Video Card ($144.99 @ NCIX US) Case: NZXT Source 210 (Black) ATX Mid Tower Case ($34.22 @ Mwave) Power Supply: EVGA 500W 80+ Bronze Certified ATX Power Supply ($29.99 @ Newegg) Total: $414.66 Prices include shipping, taxes, and discounts when available Generated by PCPartPicker 2014-11-07 12:00 EST-0500 If you wanted even cheaper, you could get an APU build that matches console performance instead of destroying it, and come in at under console price.
Previously, you could install and use Linux on the PS3, but Sony removed this feature because of security issues related to PlayStation Network.
Technically, the Xbox 3 (Xbox One) runs a stripped-down version of Windows 8, and since both it and the PS4 use x86 architecture, that’s feasible. However, I believe it would demand more work than any benefit would justify installing Windows or Linux on modern consoles. It might be better to remove the console’s components and create a small system inside—making it look like you’ve installed an operating system on a console.
