Some or all of the Ghost recon games. (I haven't finished Wild Lands yet. The map is too big lol)

The GTA series, though not a full simulator, often relies on authentic locations. Artists and designers frequently visit these places extensively.
The only games I know that are nearly perfect replicas of real places are flight simulators. With significant modding, older simulators can approximate major cities quite well.
The DCS Worlds NTTR map is highly accurate, and Microsoft’s upcoming Flight Simulator has been tested with mapping services to create a comprehensive and precise world.

So like a "sims" style MMO? Not really sure if there would be value. Just go outside. There are flight simulators and driving simulators available. A lot of people use them.

Other titles to consider include The Division, Sleeping Dogs, Assassins Creed series, Fallout 3, New Vegas, and 4.
Other options are True Crime games, The Mafia series, Akiba's Trip: Undead and Undressed (just kidding).
It’s clear none of these will be perfect copies. Some creative choices were made.
