I'm curious about the safety of purchasing games from websites such as G2A or Instant Gaming, given how inexpensive their offerings are. Should I be concerned about buying from these platforms?

It’s secure, though somewhat questionable in origin. They employ various methods to obtain access codes, and a portion of these (access codes) could be deemed illicitly obtained. Steam has previously invalidated such codes due to suspicions of fraudulent acquisition linked to compromised credit card details. Users generally assert that everything is fine, but be aware of potential dangers.

If I were to purchase something from them using, for instance, PayPal, is there a risk that they could fraudulently take my funds? Or am I misunderstanding this somehow?

Offering a software license that has not been utilized is one matter entirely. However, someone possessing multiple hundred of these licenses represents a different situation altogether.
