It's similar to focusing; it looks HD but pixelated. Sometimes ESC also helps fix it.
Not really sure what that image is showing beyond an overall hazy purplish color.

I used to face the same problem when playing control. Occasionally textures wouldn't load correctly and remained in low resolution, without any clear cause. I thought it was a bug until I found a workaround. The only solution was adjusting the render resolution in the game settings, which would reload the textures and resolve the issue. It didn't occur often enough to be bothersome, so I just accepted it. I don't know of a permanent fix; sorry for not being able to help more.
