I've spent over 20 years constructing computers, and this is the first time I've ever felt any regret about it. This is the setup I assembled:
CPU: i9-13900k 13th Gen Raptor Lake
Motherboard: ASUS ROG Strix Z790-E Gaming ATX
GPU: Galax GeForce RTX 4070ti EX Gamer
Ram: 4x 32G DDR5 288-Pin 6000(PC5 48000)
CPU Cooler: NZXT Kraken Elitre 360
Power Supply: MSI MPG A1000g - 1000W Power
My system frequently shuts down games unexpectedly. Initially, I assumed it was a graphics-related problem, so I upgraded from a 3060ti to the 4070ti in the hope of resolving the issue—nothing worked. After applying Extreme Tuning tips, I discovered thermal throttling problems; my first assumption was that I had bought a defective cooling solution, so I replaced my Thermaltake TH240 ARGB liquid cooler with the NZXT model. However, the overheating persisted.
Unable to figure out the cause of the heating concerns, I took it to a repair shop. They explained that my motherboard is built to overclock at standard speeds, and it was essentially forcing the CPU to consume all available power, leading to excessive heat. The technician then tried throttling the CPU's power output to prevent overheating, but this process took several days.
I recently reinstalled the GPU from a clean installation 5 days ago and performed a full Windows repair 3 days prior—both attempts failed to resolve the problem or improve performance.
The most recent game that caused significant lag was Helldivers 2. I checked my reliable history and found this:

I think there was a typo in your message, you likely meant i9-13900k instead of i9-16900k. If you're referring to a 13th generation CPU, I'll let you know I faced problems with certain builds in the past due to inadequate power delivery from the motherboard. It's odd to think that even with a fresh PSU and the PC running normally, games might still freeze unexpectedly. If you could tell me more, I'd replace the PSU and test if the GPU is getting enough power without software restrictions. Then I'd proceed with a clean OS installation before launching any games. I observed that the NZXT cooler on the CPU (with its thermostat) doesn’t always match the stress test temperatures. Additionally, Skull and Bones Graphics work smoothly, but Helldivers2 crashes within five minutes of opening it.

I also noticed that Steam-managed games often have more issues. Skull and Bones can run for extended periods, whereas Helldivers2 frequently crashes after just a few minutes.
