You're safe to proceed, but make sure the remaining paste is thoroughly dried. If it's still wet, wait a bit longer before powering on. Good luck with your PC!

Consider removing the paste using a toothpick to ensure it doesn’t form a single uniform mass but instead stays separated by individual pins, if not fully cleaned.

Consider a gentle toothbrush paired with alcohol. The soft bristles, applied lightly, could be effective.
