It's merely OpenGL's updated name, as this represents a fresh low-level API similar to Mantle and DX12 GTA V, which are expected to include it. More titles will appear in the future, but OpenGL is already well-established and won't be replaced soon.

Vulkan supports running openCL alongside it, which is interesting for several reasons. It enables parallel processing on the GPU while rendering scenes, similar to how NVIDIA's PhysX operates on the GPU but uses OpenCL for computation. This means Vulkan can work with any hardware that supports Vulkan, not just specific vendors. I think having Vulkan play a bigger role could help reduce reliance on Windows for gaming, though I’d still prefer using Windows for that purpose. Additionally, Vulkan’s specifications were developed by experts from Epic Games, Unity, and Value, giving it credibility from well-known companies.
